Sometimes just putting someone new in control doesn’t mean things will improve, or even change. Sometimes more than management has to change; the rules have to change under which management can operate, and that is a wholly different situation. How are the rules going to change if the people who wrote them are the ones who benefit the most under them? And would the new rules necessarily be better or worse?

At least the person who is now managing this place has a good chance of being successful. After all, when people are happy they like to drink to celebrate, and when they are depressed, they drink to blind themselves to their circumstances. It’s a win win for the liquor stores.
